Run down:
Standard 10k Tac for Legendary PVE. The flexibility is insane with this much Skill Power (SP), you can pick many different skills and use them effectively. This is a Skill Sniper damage dealer, Glass Canon, with 5% of Damage returned as healing thanks to the Backpack. Combat Medic for Team Heals since you heal from the Pack, and Strike Back because you WILL take damage, and the cooldown will help you deal damage again faster, therefor heal yourself. Good synergy on display here, which is why we love Division 1. EAD is Important, this is transferred to skills, same with DTE, pushing the damage higher. Drinking water will also add 10% DTE to skills for the duration.
SECONDARY WEAPON DOES NOT MATTER, USE WHAT YOU LIKE
Variations:
INVENTIVE BACKPACK, if you have a healer on the team. 15% SP when at full health. Stack, heal, then deploy skills.
6 PIECE TAC: Again, have a healer. You will breach the soft cap for SP, somewhat capping your damage, so don't expect to destroy everything. Also switching skills and stacking reliably can be a pain.
