Sentry Classified PvE :
This arguably the best DPS set (save Striker) for pure PVE content. This build will allow you to break the 3 million damage barrier on headshots with your M700 Carbon, once targets are marked 6 times. Unless you are in a high resistance wave, or against bosses/heavies, your main concern is going to be the fact that other stuff is going to die too fast for you to spread marks effectively. This is the best set there is for "Boss Killing", meaning that targets with huge health bars are what you are designed to bring down in the quickest manner possible.
However, this is not a solo set. Let me repeat myself : THIS IS NOT A SOLO SET!
The set itself is a "force-multiplier" DPS set. Meaning that the marks you put on targets boost the damage of your teammates too. Marking ennemies will be more important than killin stuff at times. As a sniper, you also invest heavely in firearms. As such, you do a lot of damage, but are squishy. A good team will run an effective frontline to draw aggro away from you, allowing to support them from the rear, where you would stay normally with a healer. A Reclaimer would be a best case scenario, along with a Striker and D3-FNC for the Tanks/Frontline DPS.
You stay in the back, or in elevated positions with good vantage points of where the action is. If you have a healer in the team, try to stick to him. You have very little sustain, so you will need heals for high level content such as legendaries or heroic incursions.
Your Urban DMR is your "marking" weapon, designed to stack and spread marks. Use it at the start of a fight on heavy targets, or CCed ennemies to mark them quickly, along with spreading to any other closeby ennemies is what you will be doing first. It is also a good weapon to bring out if the ennemies start to get close. It becomes really easy to spam headshots then, and nothing survives for long in these conditions (that includes legendary bosses). If you do manage to actually reach 6 marks on a target, and it still isn't dead, and far away enough, then switch to the M700 Carbon to finish it off. Having someone run flashbang sticky in your team will be a huge force mutiplier for you, as the flashed ennemies will be just ripe for headshots and very easy to kill.
Playing a sniper in the Division can be hard, especially in PvP, where the meta doesn't favor it. However, the marking system of the Sentry's Call, a set designed for PvE content, makes this playstyle very rewarding for you (Dem damage numbers) and your team (nobody says no to ennemies that takes around 35% more damage from all sources). So go out there and enjoy yourself :)
In PvE only though. You will die if you take that build in PvP.
And cry.
A lot.
