The build is a straight forward build, following the stats listed above. The reasons for this load out is to make use of determined so you can use tactical link as much as possible.
First off let me state that there are variants of this builds. This one is designed for 1-2 players in a group because of commanding and the ability to extend the signature skill on each kill. You can theoretically extend tactical link for over 2 mins given enough mobs and kills. Second variant is instead of commanding as a weapon talent you get destructive for more armor damage which will in turn melt elites faster and give more use of determine to use tactical link. Those are the two biggest variants of this build for the weapon talents, pick which one works better for you.
The second thing to mention is the talents of your skills and those variants. First off I use steady hands to get ~75% stability for 10 seconds and if use correctly you can get out of cover and back in when the buff goes away after a 2 second cool down. Again if you utilize this method of play you can theoretically keep your stability at 75% for the entire time. A variant of this talent build is instead of using precision you can use tech support to extend the duration of your pulse almost indefinitely, the only down side to this is that you will lose the marking of the mobs since pulse will decay but you will retain the crit chance and crit damage buff. Adrenaline is great for fights with hunters to prevent their emp from getting you and allow you to move around and use your skills, especially missions like Madison Field Hospital.
There is a fairly high learning curve with this build but if you can master it then it will truly shine. This is not my creation for builds but rather an adaptation of various builds I have seen other people run. Again make this build your own based on your play style. Good luck.
