When Vicious is active (2 or more health segments) the player will have 48% CHC. Add Precision (12.5%) and the player is at the 60% Cap.Without Vicious, but with Precision, the player will have 50% CHC. With Pulse, about 57% CHC.
The player has 22% Enemy Armor Damage, and 1/3 or about 7% will translate to PvP.
We place Shock Resistance, but most importantly Bleed Resistance (because we do not run an immunizer and do not want to waste medkits) and expect the player to simply use their shield (against turrets) or movement to avoid fire.
In PvE, Damage To Elites is important, but in PvP, if there are Elites around, it's great to be able to quickly kill them for Predatory, On The Move, and any other buff(s) you may receive from killing them.
We stack CHD instead of Skill Power because at 9,000 Stamina, with just 88k skill power, you should have around 1.4m Shield Health. For roughly every ~7,000 Skill Power, you'll receive another ~200,000 Shield Health. Replace Stamina CHC Gear Mods with Stamina Skill Power mods as you see fit, especially if you are in a group with someone else who is using Pulse, as you will not likely need the high base CHC if the player is a Tactician or other user with a strong Pulse.
The summary of this build is high-defensive capabilities, with high-damage. In PvP, the shield does not last quite as long, but for adept Shield users, it should last a sufficient amount of time. It's expected that everyone who uses this build should have good survivability when the shield is not deployed, as the cooldown on the shield is roughly 36 seconds.
