The basis of this build is to be able to hit 9k electronics once gear is "normalized" for PvP.
In order to be able to unlock Competent and Talented on a weapon, the only non-electronics gear mod is in firearms. Without any stamina main stat rolls, this build is pretty squishy. Due to the squish, I have health rolls on three pieces of gear. However, your survival doesn't come from gear, it comes from good positioning. This is also the reason why I run Defib rather than Overdose. If you have good positioning, and aren't dying before the rest of your team, you can change one or two of those rolls to skillpower.
I personally find that 9k electronics is non-negotiable. Your support station will rarely be taken out, but when it is, having it back right away can swing a fight. You can also be more aggressive with your placement to be able to push into another team. I've even used it as a distraction - toss it up near an enemy on the highground, they turn to try to kill it, and never see your teammate coming up behind them.
