This is the most current tactician build that I have saved to loadout. Not only is it a great support DPS in groups, it is a great solo PvE build. After a few attempts, I've even managed to solo Amherst's apartment on legendary with this.
With this, you're aiming to have everything rolled to electronics and and enough skill haste to hit the cap with your gear mods. Once you've hit 50% skill haste, use skill power mods.
Originally I was running an inventive backpack, but was finding that I rarely had the bonus up because I was not at full health. I tend to play rather aggressively anyways, so I opted for a relentless backpack for the healing from skills. This upped my survivability dramatically, especially considering that you get heals from the initial skill hits and from the bleeding that they cause.
My main weapon is a low gear score black market AK-74. I know that people tend to favor LWM4s, but this is the blueprint that I had available at that time. When I was running with the inventive backpack, I had it rolled for destructive/ferocious/predatory. Since I'm now getting healing from the relentless backpack, I rolled predatory away in favor of determined. Now that I can cooldown my skills much faster, this build has become a lot more fun.
I don't swap weapons, so your secondary weapon doesn't matter. The one that I have listed is for filler.
There are several skill configurations that you can use, but I do prefer BFB and cluster mines because I tend to use this solo more so than in a group. I've seen some people use a turret for stacks, but they don't tend to last very long on solo legendary missions, so I don't find a turret very useful. If you're in a group, you could drop BFB for pulse and buff your teammates' DPS . They'll thank you for it.
Some people will use the death by proxy talent, but I prefer the skill cooldown reduction that I get from strike back. As I mentioned earlier, I do play this aggressively, and since I'm getting knocked down to 1 bar of health fairly often, this talent fits right in with my play style.
I've soloed several legendary missions with this build. A big part of that comes from learning the missions and spawns to adjust accordingly. Using Amherst as an example, I sometimes switch out BFB for flame turret for crowd control for rushing NPCs.
